Some of the seven commanders were killed under an Israeli policy of targeting Palestinian militia chiefs, one tactic the military uses to punish militants for attacks on Israel and to deter future killings and assaults. In at least two cases, including one today, Palestinians said the local leaders were executed by Israeli soldiers. The Israeli army said both were shot while trying to escape.
